Payment not made

Did anyone here was had a bad experience from got no payment from webmaster ?
i have this problem now, i've done the $55 project but the webmaster just ignored me after i wrote a good review for him, the payment was never made.

What should i do now ?

And the general rule is NOT to write a review before the project is completed (webmaster - receives a product, programmer - payment).
