The Answer : I am About to launch an online forum where users can post there images to be used as royalti free , Now the problem is that there is NO way to find out that the image a user provide is really royalti free or not . I think that explains all . - FxBOOM

You can include in your TOS a claim that they aren't allowed to post such images.

Then if they do post forbidden images and someone e-mails you about it, you just remove the image.

Bottom line is, just adjust your TOS.
